The Michigan Department of Environment, Great Lakes, and Energy has developed this virtual training for operators and owners of small, privately-owned public drinking water supplies across the state. Topics include general plans and reliability studies; well approval process for community and noncommunity water supplies; technical, managerial, and financial capacity and resources for water supplies; standard operation procedures; campground, seasonal start-ups; and other issues relative to small drinking water supplies.
This course is comprised of 5 sessions held August 5 - August 14, 2025.
Registration Fee: $45 includes all 5 sessions.
Continuing Education: Each session provides 0.1 CECs for up to 0.5 CECs in the technical category.

Session 1 - General Plans and Reliability Studies

This training will focus on providing small system water operators and owners with information on general plans and reliability studies for both community and noncommunity water supplies.
Session 1 of this series will include:
- Provide rule citation and required elements of a general plan (15 minutes)
- Provide rule citation and required elements of a reliability study (15 minutes)
- Provide an overview of similarities and differences between community and noncommunity water supplies (5 minutes)
- Show examples of approved general plans and reliability studies (10 minutes)
- Q&A Session (15 min)
Session 2 - Well Approval Process for Community and Noncommunity Water Supplies

This training will focus on providing small system water operators and owners with an overview of the current well approval process for community and noncommunity water systems.
Session 2 of this series will include:
- Community water supply well approval process overview (submittals for test wells, adverse resource impact pre-screening assessment, well site inspection, test well approval, aquifer test, permitting, commencement of operation) (30 mins)
- Noncommunity water supply well approval process overview (working with different local health departments, well site inspection, peak demand calculations, final approval process) (30 mins)
- Q&A Session (15 min)
Session 3 - Technical, Managerial, and Financial Capactiy and Available Resources for Water Supplies

This training will focus on providing small system water operators and owners with information on technical, managerial, and financial capacity and available free resources to maintain compliance with the Safe Drinking Water Act.
Session 3 of this series will include:
- Overview of capacity development and what TMF (technical, managerial, and financial) means (15 minutes)
- Overview of available technical assistance providers and resources (15 minutes)
- Potential solutions for TMF deficiencies and case studies (30 minutes)
- Q&A Session (15 min)
Session 4 - Standard Operation Procedures

This training will focus on assisting small system water operators and owners with standard operating procedures for water systems.
Session 4 of this series will include:
- General description of standard operating procedures - why they are important and what they mean to a water system (30 minutes)
- Examples of standard operating procedures and templates (30 minutes)

Session 5 - Campgrounds, Seasonal Start-ups, and System Classification

This training will focus on providing small system water operators and owners with information on campgrounds, seasonal start-up procedures, and general information on system classification for water supplies.
Session 5 of this series will include:
- Overview of seasonal systems including campgrounds – residency, classification, and routine procedures (30 minutes)
- Seasonal start-ups – typical procedures and requirements for start-up of a seasonal system, examples of start-up procedures, approval process (30 mins)
- Q&A Session (15 min)
