As the Director of Public Works in Kent County, Dar's focus is the emerging circular economy - providing leadership and visioning to deliver waste diversion, energy recovery and sustainable material management strategies. Dar brings 32 years of environmental management experience in the public and private sector. His work is centered in West Michigan, and he is involved in energy and waste policy at the local, state, and national level and currently serves on the board of directors for the Energy Recovery Council and Energy Michigan.

Elizabeth (Liz) is the director of the Materials Management Division (MMD), Liz’s extensive environmental protection experience spans four decades, having worked her entire career for the State of Michigan.
Louis Bull has over 38 years of experience working in the environmental arena with focus on groundwater protection. For the past 28+ years he has been with Waste Management serving as Director of Groundwater and Technical Programs. He specializes in environmental compliance of groundwater and surface water including expertise in geochemistry, subsurface contaminant fate and transport, and detection and quantification of many organic and inorganic constituents. Louis has been a co-author of several publications regarding the application of the functional stability approach; he is also a contributing author of functional stability procedures outlined in ITRC, EREF, and several State guidance documents.

Matt serves as the Recycling Market Development Specialist with the Michigan Department of Environment, Great Lakes, and Energy. For 20 years, he has worked to transform materials once thought of as waste into jobs, energy savings, and improved quality of life.

Katriena Guilmette
Katriena graduated from U of M in 2010 with a Bachelor of Science in Wildlife Biology and a Master of Science in Biology in 2016 also from U of M. She started working for the Solid Waste Section in February of 2019 as a Financial Assurance Analyst managing the financial assurance mechanisms for both the Solid Waste program and the Scrap Tire Program totaling over $800,000,000.

Christina Miller
Christina Miller is a graduate of Adrian College where she received a Bachelor of Science in both Biology and Environmental Science. She joined EGLE in 2001 and has spent her whole EGLE career in the Solid Waste Section. Now, as the statewide materials management planning specialist, Christina is the lead on the development of new materials management programs, polices and implementation; and providing outreach and assistance to counties and other stakeholders in the development of materials management plans and establishing new materials management goals. She worked as a Natural Resources Agent for the Sanilac County MSU Extension office and served as the Co-Chair for their Solid Waste Management Planning Committee during the last round of planning updates. Christina enjoys coaching and playing volleyball as well as spending time with her husband and two children.
Kerrin has worked with the Michigan Recycling Coalition in a variety of capacities since 1993. In addition to managing the organization, her interest lies in building consensus and movement around pro-recycling policies that work for both the public and private sector. On behalf of the Coalition, Kerrin spearheaded the legislative effort to pass annual funding for recycling and update Michigan solid waste laws to be inclusive of productive materials management. She holds a Social Science bachelor’s degree from Michigan State University and has completed the Institute for Conservation Executive Director Development Program.

Margie Ring
Margie graduated from Michigan Tech University with a degree in Geological Engineering and worked as a Petroleum Engineer for five years. She started working for the DNR in 1989, as an engineer in the Marquette District Office and her initial assignment was closing over 50 open dumps across the UP. Margie worked as the U.P. District Engineer for 19 years. In 2008, she became the State Solid Waste Engineering Coordinator, based in Lansing. In addition to her engineering duties in the Solid Waste Program, Margie also serves on various committees, and has become the Coal Combustion Residuals regulatory specialist.

Phil Roycraft
Marquette District Supervisor

Phil is the District Supervisor of EGLE's Materials Management Division, covering the following areas: Upper Peninsula, Northern Michigan and Bay City/Saginaw. He received a bachelor's degree in civil engineering from the University of Michigan and a master's degree in environmental engineering from Michigan State. Phil spent several years in Lansing coordinating Michigan's hazardous and solid waste administrative rules.

Tim Unseld
Tim started working for EGLE (then the Michigan Department of Natural Resources) in 1993, as an engineer in the Plainwell (Kalamazoo) District Office. For 25 years, Tim worked to update landfill gas collection system regulations to reflect Best Management Practices. Tim was able to work with the Michigan Waste and Recycling Association subgroup to draft the landfill gas regulations which were signed into law in December 2022.
