The Michigan Department of Environment, Great Lakes, and Energy has developed this virtual training for operators and owners of small, privately-owned public drinking water supplies across the state. Topics include general plans and reliability studies; well approval process for community and noncommunity water supplies; technical, managerial, and financial capacity and resources for water supplies; standard operation procedures; campground, seasonal start-ups; and other issues relative to small drinking water supplies. 

This course is comprised of 5 sessions held August 4 -  August 13, 2026.

Registration Fee: $45 includes all 5 sessions. 

Continuing Education:  Each session provides 0.1 CECs for up to 0.5 CECs in the technical category.

Session 1 
Tuesday, August 04, 2026
10:00-11:15 AM 

This training will focus on providing small system water operators and owners with information on water system permitting for both community and noncommunity water supplies. The presentation will also provide information on construction without a permit and alterations to an existing water system. Session 1 of this series will include:

  • Overview of the permitting process for both community and noncommunity water supplies (20 minutes)
  • Community water supply alterations/expansions/and construction without a permit (20 minutes)
  • Noncommunity water supply alterations (20 minutes)
  • Q&A Session (15 min)

Session 2 
Thursday, August 06, 2026

This training will focus on providing small system water operators and owners with an overview of Tier 1 notifications for Action Level Exceedances, federal Lead and Copper Rule improvements, and common compliance issues with the Lead and Copper Rule. Session 2 of this series will include:

  • Lead and Copper Rule improvements overview (15 mins)
  • Tier 1 notifications for Action Level Exceedances including public education (15 mins)
  • Common compliance issues with the Lead and Copper Rule and how to return/maintain compliance (30 mins)
  • Q&A Session (15 min)

Session 3 
Tuesday, August 11, 2026
10:00-11:15 AM 

This training will focus on the Michigan Rural Water Association’s (MRWA) Apprenticeship Program and Great Lakes Community Action Partnership’s (GLCAP) rate studies. Session 3 of this series will include:

  • Provide an overview and understanding of the MWRA’s apprenticeship program including similar successful programs provided in other states, mixed virtual and in-person technical instruction, one-to-one mentor to apprentice support structure, employer/employee mediation, peer-to-peer networking, helping with recruitment and retention by building a list of qualified and vetted job seekers (20 minutes)
  • Introducing the fundamentals of conducting a rate study for water systems, including understanding system costs, revenue requirements, and rate design principles. Participants will learn how to develop equitable, sustainable rates that support operations, maintenance, and long-term infrastructure needs, while remaining affordable for customers (40 minutes)
  • Q&A Session (15 min)

Session 4

This training will focus on providing small system water operators and owners with an overview of public notices and certifications. This will include consumer confidence reports. Session 4 of this series will include:

  • Overview of public notices and the public notice certifications (20 mins)
  • Overview of consumer confidence reports (CCRs) and the CCR certificate of distribution; including common mistakes and corrections (20 mins)
  • MiEHDWIS walkthrough of public notice and certification submittals (20 minutes)
  • Q&A Session (15 min)

Session 5 
Thursday, August 13, 2026

This training will focus on providing small system water operators and owners with information on EGLE’s operator-in-charge oversight policy and expectations for water system oversight. Session 5 of this series will include:

  • Overview of the operator-in-charge oversight policy (30 minutes)
  • Operator oversight expectations including examples of what operators should be observing during visits (30 mins)
  • Q&A Session (15 min)
